Limits on {nu}{sub {mu}}({bar {nu}}{sub {mu}}){r_arrow}{nu}{sub e}({bar {nu}}{sub e}) oscillations based on a statistical separation of {nu}{sub e}N charged current interactions in the CCFR detector at Fermilab are presented. Neutrino energies range from 30 to 600GeV with a mean of 140GeV, and {nu}{sub {mu}} flight lengths vary from 0.9 to 1.4km. The result excludes oscillations in the region with sin{sup 2}2{alpha}{gt}1.8{times}10{sup -3} for large {Delta}m{sup 2}({gt}1000eV{sup 2}) and {Delta}m{sup 2}{gt}1.6eV{sup 2} for sin{sup 2}2{alpha}=1. This result is the most stringent limit to date for {Delta}m{sup 2}{gt}25eV{sup 2} and it excludes the high {Delta}m{sup 2} oscillation region favored by the LSND experiment. The {nu}{sub {mu}}-to-{nu}{sub e} cross-section ratio was measured as a test of {nu}{sub {mu}}({bar {nu}}{sub {mu}}){leftrightarrow}{nu}{sub e}({bar {nu}}{sub e}) universality to be 1.026{plus_minus}0.025(stat){plus_minus}0.049(syst). {copyright} {ital 1997} {ital The American Physical Society}
