The production of {mu}{sup {minus}}{ital e+} dileptons by muon neutrinos is studied in a high-statistics bubble-chamber experiment. The experiment consisted of exposing the Fermilab 15-ft bubble chamber filled with a heavy Ne-H{sub 2} mix to a wideband neutrino beam. In a total sample of 146 700{plus minus}11 700 charged-current interactions, 461 events with an {ital e}{sup +}({ital P}{sub {ital e}}{sup +}{gt}300 MeV/{ital c}) and a {mu}{sup {minus}} are observed. The rate for {mu}{sup {minus}}{ital e+} dilepton production in measured to be (0.42{plus minus}0.06)%. The energy dependence of this rate is presented. The kinematic distributions for the {mu}{sup {minus}}{ital e+} events are consistent with charm production and subsequent semileptonic decay. A total of 60 {ital K}{sub {ital S}}{sup 0} and 31 {Lambda}{sup 0} decays were observed in the {mu}{sup {minus}}{ital e+} event sample. The measured rates for neutral-strange-particle production are 0.78{plus minus}0.12 K{sup 0}/{ital {bar K}}{sup 0}'s and 0.19{plus minus}0.04 {Lambda}{sup 0}'s per {mu}{sup {minus}}{ital e+} event. Finally, rates for {Lambda}{sub {ital c}}{sup +}, {ital D}{sup 0}, and {ital D}{sup +} production in charged-current {nu}{sub {mu}} interactions are derived. They are found to be (4{sub {minus}2}{sup +10})%, (1.7{sub {minus}0.7}{sup +0.5})%, and (1.3{sub {minus}0.5}{sup +0.4})%, respectively.
