Alaska's oil production is at an all-time high, the state has an apparent major oil discovery on the shore of Prudhoe Bay on the N. slope, and Mayor Eugene Morin of Kenai has made recognition of oil's contributions by proclaiming the month of July ''Oil Month'' in bustling Kenai, a center for operations in the Cook Inlet. There are some clouds on the horizon. Rapid decline characterizes the Cook Inlet Basin fields, and repressuring--by water or gas-- appears a must to hold production anywhere near the present level. For production to continue to climb, new discoveries are a necessity. The N. slope find may be one important ticket to continuing increases. However, there is the problem of getting the oil to market. Though wildcatting may be slower than might normally be anticipated, nothing is sluggish about production. Early in July, state sources estimated production at about 223,600 bpd--an all-time high. The figure represented a substantial gain over the 183,032 bpd that prevailed during May. During May, the state's 125 oil wells produced a total of 5,674,000 bbl--or an average of 1,464 bpd per well.
