Rashkin reports in preliminary CEC data

There was no net increase in the overall capacity factor for California's wind projects in 1986, according to Sam Rashkin of the California Energy Commission (CEC). Rashkin reported that the overall capacity factor for California's wind projects was approximately 13%, almost the same level as for 1985. New turbines - those built after 1985 - had an overall capacity factor of 16%. Approximately half of the wind power output in 1986 was generated in off-peak periods.
