Three spokesmen for the American Nuclear Council and Amory Lovins, speaking for Friends of the Earth, testified at an April 3, 1981 hearing on how to restore the utility industry to financial health and how utilities can help reduce US dependence on foreign oil. The American Nuclear Council urges more reliance on coal and nuclear fuels, particular the nuclear component, arguing that utilities get money from generating and selling electricity, so their financial well-being is tied to productivity. Mr. Lovins argued that utilities should focus on improving energy efficiency and developing a free market for the best energy buy, which he feels is renewable energy, followed by synfuels, with power plants the most-expensive option.
