Initially proposed rules for implementing a 3-year, $900 million grant program to help finance energy conservation improvements of certain public use buildings have raised the concern of design professionals about the qualifications of persons permitted to conduct energy audits. It is thought one way to make energy conservation expectations more realistic is to raise the required level of technical competence for those who perform energy audits and requiring that energy auditors work under the direction of a professional engineer.
