A leading specialist in government regulation and member of EPRI's Advisory Council recommends that the industry take advantage of breathing space now to implement reforms that will serve the industry and the country well into the future. Sustained economic growth will require greater productivity, better educated and more highly motivated workers, capital investment, and technological innovation. Joskow foresees a trade-off between deregulation and economic efficiency, and increase in joint ventures and more cautious demand forecasting.
