A program was initiated in October 1978 to design, construct and evaluate a 100,000 ppH AFB steam generator burning anthracite culm with the addition of fresh anthracite, if required. The unit is to demonstrate the technical, economical and environmental feasibility of producing 150 psig saturated steam for district heating in downtown Wilkes-Barre. Phase I of the program consists of the deisgn of the atmospheric fluidized bed (AFB) plant and a hot model test program.
