Guidance document for the WRITE (Waste Reduction Innovative Technology Evaluation) pilot program with state and local governments

The guidance document provides an overview of a new research demonstration program designed to evaluate the use of innovative engineering and scientific technologies to reduce the volume and/or toxicity of wastes produced from the manufacture, processing, and use of materials. The 'WRITE Pilot Program With State and Local Governments' is a major component of a national pollution-prevention research program called the 'Waste Reduction Innovative Technology Evaluation' (WRITE) Program. The WRITE program is broad in technical scope and addresses the reduction of pollutants across all environmental media: air, land, surface water, and ground water. Under this pilot program, technical and economic evaluations of source reduction and recycling technologies are being conducted through the joint efforts of various State and local governments and the Environmental Protection Agency. Information obtained under this program will assist Federal, State, and Local Governments as well as small and mid-size industries in evaluating waste-reduction technologies by providing reliable performance and cost information on pollution-prevention technologies. The research will also serve to accomplish an early introduction of waste reduction techniques into broad commercial practice.
