Force structure implications of START. Study project

The emerging Strategic Arms Reduction Talks Treaty (START) will reduce strategic nuclear weapons from 30-50%. The treaty will modify Soviet and American capabilities, but it will not eliminate the nuclear potential for either of the superpowers. START and arms control in general is not a panacea to remedy East-West relations; rather, arms control is one element supporting a nation's strategy and helps to define its strategic position. The primary purpose of arms control is to reduce risks and to maintain strategic stability. Strategy and arms control must be coordinated and we often link arms control proposals to force modernization plans.
