The House report on H.R. 791, companion to S. 1085, recommends passage with an amended text. The bill requires a coordinated effort to study, collect and disseminate information, and improve the quality of ground water resources. The bill responds to a need for better interagency activities, including technology and financial transfers. A major area of concern is the contamination of drinking water from infusions of polluted surface waters. The report includes a section-by-section analysis of the importance of water quality for drinking, agricultural, and other purposes; a summary of information shared at public hearings, and a breakdown of budget outlays, which will begin at $9 million in 1988, increasing to $23 million in 1990, then decline to $5 million in 1992.
