The development of the emission offset concept is surveyed. The Clean Air Act of 1970 and the Amendments of 1977 offer a challenging perspective on the ownership of the air and the control of its use. In an effort to accommodate the realities of economic development and environmental demands, Congress and EPA have changed the status of air from that of a communally owned good to a state-owned resource. Concepts of air ownership and the potential effects of the emission offset policy on State Implementation Plans for emission control are discussed. (numerous references)
