Retrofit SO/sub 2/ and NO/sub x/ control technologies for coal-fired power plants

Recently, existing source category plants, particularly coal-fired units, have been the subject of proposals for additional controls on SO/sub 2/ and NO/sub x/ due to concerns over acidic deposition, visibility impairment, and compliance with ambient air quality standards. These plants, comprising over 200 GW of capacity, are located primarily in the eastern U.S. and produce approximately 80% of all electricity consumed in the region. Thus, these proposed emission reduction strategies could affect a large portion of generating capacity and incur large costs to ratepayers. Proposals aimed at reducing SO/sub 2/ and NO/sub x/ emissions have included four general options: 1. Fuel changes - e.g., coal cleaning and fuel switching; 2. Combustion process changes - e.g., combustion NO/sub x/ control, fluidized bed combustion, furnace sorbent injection; 3. Flue gas cleanup - e.g., wet and dry scrubbing for SO/sub 2/ and flue gas NO/sub x/ control; 4. Operational changes - e.g., emissions trading, emissions offset, unit retirement, least emissions dispatch, derating, and load reduction. This paper focuses on the technologies indicated in the first three options. The objective is to summarize the status of individual control technologies which are currently commercial or nearing commercial operation and have potential retrofit application to existing plants. Each technology is discussed in terms of retrofit applicability, economics, and commercial status. EPRI's role is developing and improving each technology is also noted.
