Report of visit to El Paso Natural Gas, El Paso, Texas

The report described the visit of NIOSH personnel to the El Paso Natural Gas facility to discuss the coal gasification project. The representative of the El Paso Project acknowledged that the gasification portion of the project would be a new concept. He felt that already existing safety standards and practices from other technologies would fit precisely into most of the work at the gasification facility. He did not feel that standards or guidelines should be written before process facilities were fully operational. He felt that without such hands on experience, NIOSH and its contractors would not promulgate regulations which adequately protected the workers, while at the same time would prevent overkill and squandering of the company's resources in developing protective measures in areas that did not require them or that the safety factor would be inordinately high and therefore inordinately expensive. Use of the Lurgi process in Czechoslovakia was described.
