Disequilibrium characterizes world energy markets and makes it essential to use energy resources with more care. The author outlines essential policies for industrial, oil-exporting, and oil-importing developing countries to pursue. Industrial countries should let market forces encourage energy conservation and new source development. Oil-importing developing countries face the greatest risks of reducing imports to solve their balance-of-payments problem. They should be targeted to self-help projects. The oil-exporting developing countries seek to optimize limited resources, but they must recognize that they cannot gear oil supply exclusively to their own needs. If nations with conflicting interests can develop a climate of mutual trust, they will make more progress, since none can successfully cope without more harmony in the international economic structure.
