Homeowners get free insulation in unusual energy-conservation pilot program in NJ

Jersey Central Power and Light (JCP and L) Co. will pay for National Conservation Corporation (NCC) installation of energy-conserving items in 1000 Morristown homes and 7.5 cents for every kilowatthour saved. The utility expects a 20 to 25% drop in energy consumption in the 340 all-electric houses in the program. Payment to NCC was accepted as part of the utility rate base. Serious load management is behind the utility's effort to reduce power sales, which JCP and L recommends to other utilities with capacity or capital shortages. A $500,000 DOE grant will help to get the pilot program started. (DCK)
