Worst-case scenario syndrome

Worst-case scenario impacts which must be included in an environmental impact statement (EIS) are discussed. The author presents arguments against their inclusion in the EIS. The low-probability-high-risk scenarios are recalled by the public in far more cases than the realistically expected impacts. The techniques used in creating worst-case scenarios are discussed. An example is given from the EIS of the Waste Isolation Pilot Plant concerning a transportation accident. (DC)
