Emerging boundary environmental challenges and institutional issues: Canada and the United States

A scenario is presented which is consistent with a worldwide tendency to relocate responsibilities hitherto claimed by national states, to multinational or localized bodies. All-purpose national sovereignties seem unable to respond adequately to many of the challenges of a new post-modern age. Thus new institutions for governance, but less than governments, have been emerging under the general concept of regime theory. The Great Lakes International Authority exemplifies this tendency, which is to fill the unoccupied area of policy and action where two or more sovereign states meet. The future of the Great Lakes may be determined by the new concept of governance.
