Environmentally related restrictions on the timber harvesting capability of a national forest: a case study

Journal Article · · Hilgardia; (United States)
The allowable harvest capability of the case forest is significantly reduced when measures are taken to attain environmental goals. At the extensive margin, environmentally related land withdrawal from the timber management land base is the single most significant influence. Limits on the minimum allowable rotation and on the use of chemicals in site release, geographic dispersion requirements, and retention of old-growth stands operate at the intensive margin to influence allowable harvest levels significantly. The effects of environmental considerations in monetary terms depend on the assumptions made about the market structure under which national forest stumpage is sold. Several cases are discussed. The ultimate value of the quantitative information generated in this case study and in similar analyses for other national forests is in its ability to aid policy and decision makers in making informed choices in fundamental management decisions. A knowledge of relative costs and benefits is critical to arriving at those decisions and actions that best meet the overall goals of national forest management.
