Turnkey substations can make sense. even for large utilities

Large utilities with well-trained engineering staffs seldom consider buying a substation on a turnkey basis, but there are good and justifiable reasons for them to do so. A turnkey substation can reduce manpower requirements and eliminate cash-flow problems, especially when a new technology is involved. The utility also gains the benefit of its supplier's expertise. A turnkey supplier can perform all the planning, design, engineering, and financing functions besides assuming the responsibility to correct any errors made by subcontractors. The turnkey supplier becomes the project manager during construction, installation, testing, and start-up.
