Congestion pricing

The U.S. National Transportation Policy released in March 1990 emphasizes an increased reliance on user fees and...increased federal spending for transportation research, including...intelligent vehicle/highway systems. A method for responding to this policy is congestion pricing. Congestion pricing is a transportation systems management technique that attempts to spread peak traffic demands to less congested segments of the network and to less congested periods of the day. The intent of this article is to propose the demonstration of congestion-pricing applications in U.S. urban areas. Congestion pricing has the potential to improve the efficiency of our existing transportation systems at a relatively low cost as compared with more capital-intensive roadway and transit projects. It is recommended that federal, state, regional, and local transportation agencies work closely together with the private sector (e.g., vehicle manufacturers) to apply this technique on a representative sample of U.S. transportation systems to determine its viability for more widespread applications.
