Numerical simulations of the giant Shapiro steps on two-dimensional arrays of resistively shunted Josephson junctions were performed at nonzero but low temperatures. When an ac current at frequency {omega} is applied, large phase fluctuations occur just at the risers of the Shapiro steps where the system is making the transition to the next harmonic of the applied ac current. These phase fluctuations lead to the creation of large numbers of vortices just on the risers and a large increase in noise output.
