Tackling the climate change issue using voluntary, regulatory and economic instruments

In Canada, 83% of all greenhouse gas (GHG) emissions are attributable to the production and use of energy. Seventy-nine (79%) percent of all GHG emissions is made up of carbon dioxide, most of which results from the combustion of fossil fuels. Electricity generation from coal--by far the largest use of coal in Canada--contributes 17% of Canada`s carbon dioxide emissions. Issues related to climate change and global warming are of concern to Canada. Hence, the country committed itself to work towards stabilization of GHG emissions at 1990 levels by the year 2000. A National Action Program was developed, seeking to reduce GHG emissions across all sectors of the economy. Canada opted to use a mix of policy instruments, including voluntary, regulatory and economic instruments. This paper describes the nature of Canada`s GHG emissions, discusses the implementation of voluntary and other mitigation measures, and examines some preliminary achievements.
