The DOE repository program
The US Department of Energy (DOE) has been directed by the Congress in the Nuclear Waste Policy Amendments Act (NWPAA) to characterize the Yucca Mountain, Nevada, site as the initial candidate site for the nation's first geologic repository. Site characterization through ongoing surface-based testing has been under way since the President approved the recommendation of the Yucca Mountain site as one of three candidate sites in May 1986. A more extensive site characterization program, including construction of exploratory shafts and an underground testing facility, has been described in the consultative draft site characterization plan (SCP-CD), which was provided to the state of Nevada and the U.S. Nuclear Regulatory Commission (NRC) in January 1988 for review and comment. In addition, technical workshops were held with the state of Nevada, the NRC, and their contractors in February and March to discuss specific technical issues in the SCP-CD.
