Symposium on the Federal Land Policy and Management Act: introduction
This introduction to the Public Land Review Commission (PLLRC) report summarizes the philosphy and key policies of the Federal Land Policy and Management Act (FLPMA) of 1976 as it is implemented by the Bureau of Land Management (BLM). The implications of FLPMA are that the BLM'S basic purpose is to render service and technical assistance to management of the range-lands and to protection and proper utilization of the public lands. The service ranges from economic development of resources to maintenance of wilderness areas. The BLM's role has shifted from that of custodian to a resource manager using advanced management techniques, increased public participation, greater public participation, more scientific and technical knowledge and experience involvement, and the most skillfully developed planning system to achieve maximum benefits from the public lands for the public good. 60 footnotes and references.
