Federal, state, and local laws that restrict the development of energy resources on public land are discussed. The importance of multiple land use planning to maximize energy resource development while protecting wilderness areas is considered. Major public land holdings include the national park system, the national forests, USBLM lands, areas designated as wilderness under the Wilderness Act of 1964, Alaskan lands, and RARE II lands. Land use planning strategies must be altered to allow full production of domestic energy resources. (4 photos)
