Wanted: incentives for more efficient fuels' use

The political question of whether new energy-saving technologies are needed and the economic question of how much they will cost are two separate aspects of government intervention in the form of incentives. Government incenties for alternative energy sources are already available, but there is little incentive other than price for conservation. Both enhanced supplies and reduced demand are needed, but government intervention should be non-proscriptive to allow individual investment decision, Mr. Reid feels. Incentives, he says, should reduce oil dependency, be cost-effective, and provide the maximum stimulus per dollar. The Energy Tax Act of 1978, a bill to rebate cash for energy reduction, and a bill to reduce oil and gas consumption through fuel switching are discussed in this context. The pros and cons of each are reviewed in terms of their probable effectiveness and their projected costs. (DCK)
