The Energy Policy and Conservation Act, enacted in 1975, required the President to develop energy-conservation contingency plans and a gasoline and diesel fuel rationing plan for such emergencies by 1976. At the time of this hearing, there was still no gasoline and diesel-fuel rationing plan. This hearing examined in detail the US's first line of defense against severe energy-supply emergencies. The strategic reserve had 70 million barrels in storage but no pumps to withdraw the oil. Spare productive capacity is negligible. The time for delay is over, says Senator J. Bennett Johnston, presiding at the hearing. Statements were presented by 7 senators and then Hon. David J. Bardin, DOE, presented a lengthy statement.
