EC eyes recycling incentives; Shell, EVC mixed waste study
The European Commission (Brussels) plans to start work in the next few months on a proposal that would provide incentives to boost waste packaging recycling. An environmental directorate spokesman says the commission has identified a need to {open_quotes}guarantee profitability of recycling investment...as a logical consequence of the packaging issue.{close_quotes} The body has just completed the third and final draft of its packaging directive proposal, which is due to be adopted by the end of February. This sets out targets for waste recycling, but does not encompass a strategy for funding recycling operations - which are often unprofitable. Earlier the commission evaluated a separate tax to finance waste collection and sorting, but decided Community harmonization was not needed - although it recognizes that recycling is a problem from an economic viewpoint.
