Oil-importing nations will remain vulnerable to future energy-supply shocks despite the current abundant supply and stable prices unless they cooperate to develop non-OPEC oil and other energy resources. Assuming an average 3% growth in the world economy, this forecast projects only 2% growth in energy demand due to fuel-switching, conservation, and other measures. Government participation is needed in the effort to replace and diversify energy supplies in the areas of capital investment, continued market deregulation, and emergency planning. 16 figures. (DCK)
