A 30-MJ SMES unit has recently been installed at the Bonneville Power Administration (BPA) Tacoma Substation in a Department of Energy (DOE) project involving both BPA and the Los Alamos National Laboratory (LANL). Energy interchange between the unit and the BPA system will be modulated to assure adequate damping of particular swing modes, primarily the north-south intertie mode that now occurs near 0.3 Hz. In this regard the SMES unit can provide an alternate stabilization system when HVDC Modulation is out of service, which is one of several ways in which it can contribute to the general reliability of energy transmission along the Pacific AC Intertie. This paper outlines BPA project objectives within the context of present power system conditions, relating these to unit capability and location. This is followed by a progress summary for electrical and functional integration of the unit into the BPA system, which includes initial operating experience with the unit and progress toward a validated SMES Modulation system.
