Large dams and the environment: recommendations for development planning

This paper recommends ways to plan water resource development so that ecological disruptions can be foreseen and limited or avoided, and so that all possible environmental values can be realized. Ways to integrate environmental considerations with all phases of development studies are suggested, from the definition of the development hypothesis to the stage of feasibility studies. Attention is drawn to a critical aspect of water resource development that has been neglected by international development institutions, that of watershed management. In addition to recommendations concerning environmental impact studies, the paper sets forth a procedure for integrating studies of ecosystems and of regional environmental resource trends into development planning studies. Finally, a new test for project soundness, that of ecological feasibility, is included in the recommendations.
