The aquatic monitoring program is directed primarily toward monitoring the effectiveness of controls used to reduce erosion and siltation losses contained in surface runoff originating from the site. This monitoring program is dynamic, being subject to periodic review and revision to reflect changes in project status and/or results of past monitoring activities. It consists of onsite monitoring of surface runoff, monitoring of point source discharges identified in the NPDES permit, and limited instream biological monitoring. The program is tied to a feedback mechanism for implementing corrective action before significant adverse impacts occur in the Holston River. This report evaluates the aquatic monitoring program for the fourth year of construction (October 19, 1980 through October 18, 1981) as required by the NPDES permit, Part III, Section I. Included in this evaluation are data from peripheral runoff monitoring, heavy rainfall sampling, and aquatic macrophyte monitoring.
