Marginal costing, ending co-op subsidies seen as alternatives to deregulation

An alternative between continued regulation at the current level and complete deregulation is provided by Joe D. Pace, vice president of National Economic Research Associates, in his call to expand the Public Utilities Regulatory Policies Act (PURPA) provisions for small power producers, deregulate prices for large new utility customers, and create financial incentives for efficient utility operation. Pace rejects complete deregulation because there is too little room for cooperation. He argues for discontinuing subsidies to government-owned and cooperative utilities in exchange for a uniform excise tax. (DCK)
