Combustion Engineering, Inc. experience under IAEA safeguards

After ten inspections over a 22-month period Combustion Engineering CE-W Nuclear Manufacturing personnel have developed extensive experience in working with IAEA Safeguards personnel at its low-enriched uranium fuel fabrication facility. This paper examines: The CE experience with IAEA Safeguards inspections and reporting requirements; The IAEA inspection activities carried out by IAEA personnel at CE's Fuel Fabrication facility; The ways in which CE and IAEA personnel interface with each other; The effort required by CE/IAEA personnel to carry out IAEA Safeguards activities; The future direction that CE and IAEA intend to take with regard to safeguards activities. The ways CE, as a facility operator, facilitated IAEA Safeguards. Combustion Engineering's experience with the IAEA during August 1983 to June 1985, has helped develop a better understanding of the work being carried out by the IAEA. Other U.S. facilities should find Combustion Engineering's experience, insights, and suggestions helpful if and when they should come under IAEA Safeguards.
