Surface mining regulations and litigation for 1978

The Surface Mining Control and Reclamation Act of 1977 required promulgation of interim program regulations by November 3, 1977, and permanent program regulations by August 3, 1978. Relevant regulatory and litigation activities during 1978, and regulations issued under the act are discussed. Included are regulatory actions concerning abandoned mine lands, alluvial valley floors, surface and underground coal mining operations conducted on federal lands, and sedimentation ponds. Litigation developments in 1979 are described briefly. (1 photo)
