Road planning requires knowledge of connections between maintenance and construction of roads and vehicle costs. The Swedish Road Administration is continuously improving the knowledge of these connections. As a part of this work the Swedish Road and Traffic Research Institute (VTI) was commissioned to perform a study of the literature to survey the state of the art. The connections between maintenance and construction of roads and vehicle costs consist of two steps. Maintenance and construction influence the road and traffic conditions which affect vehicle costs. The connections between maintenance and construction and the road and traffic conditions are presupposed to be known or surveyed elsewhere. Consequently, this study is limited to the connections between vehicle costs and road and traffic conditions.
