Title: Execution of the fuel assembly seal experiments at the Kahl Experimental Nuclear Power Station

In 1978 the government of the Federal Republic of Germany and the International Atomic Energy Agency (IAEA) of Vienna embarked on a ''Joint Program on the Technical Development and Further Improvement of IAEA Safeguards.'' The fuel assembly seal demonstration experiment at the Kahl Experimental Nuclear Power Station (VAK) is one of the oldest projects in that program. The situation in LWR nuclear material safeguards after the conclusion of the Safeguards Agreement with IAEA in 1973 should be recalled, because it is only against this background that the decision of German reactor operators can be assessed correctly to develop an interest in such an experiment and its execution.
