Does smoke abatement pay

The smoke elimination program of St. Louis, MO is evaluated. Clearing three-quarters of the smoke from the city's atmosphere has made for a more beautiful city, improved the health of the residents, lowered housekeeping costs, and increased business profits. The abatement program, which was put into affect in April, 1940, prohibited the burning of high volatile coal, except in mechanical stokers, in the city. It even made illegal the sale of such coal except in stoker sizes. Records show that the average overall reduction in smoke has amounted to 73.1%, with the biggest gain in thick smoke, where the reduction has been 80.8%. The beneficial effects on plant life and on human health are emphasized.
