Cooperation between clients, contractors key to successful health and safety programs

Employees of remediation and other contractors for the last several years have been involved in several high-profile accidents, highlighting the issue of contractor health and safety programs. The issue's importance was reaffirmed in May 1992 by passage of process safety management regulations under OSHA. The rules' provisions initially were developed and used extensively by members of the Chemical Manufacturers Association (Washington, D.C.). They now apply to a broad range of industrial facilities. The process safety management regulations contain seven requirements designed to foster a tight partnership regarding onsite health and safety practices between client companies and their contractors. The regulations specify that hiring companies must retain contractors on the basis of the contracting company's safety performance and established programs. Contractors, in turn, must prepare safety programs, providing training, and maintain accurate records and effective communications with clients regarding safety issues. The process safety management rule generally directs facility managers to select the most safety-conscious contractors to perform onsite work, while encouraging contractors to evaluate and improve their health and safety programs and practices.
