At least ban the test

The history and motivations underlying the comprehensive test ban treaties are discussed. The recent US abandonment of the treaty negotiations is viewed as a significant reversal of American policy that had been developing for the past several administrations. It is considered unlikely that the negotiations will be resumed unless there is a significant shift in attitude on the part of the American public, which views the Soviets as untrustworthy.
