Congress reviews federal- to private-sector transfer of technology under 1980 legislation

The goal of the Stevenson-Wydler Act of 1980 was to improve the transfer of basic research done in federal laboratories to the private sector and to improve cooperative technology development among the private sector, universities, and government. Several new bills were introduced to improve the productivity of federal laboratories by providing incentives for innovative work that would allow laboratories to keep the royalties received from licensing agreements and to further the concept of shared public/private manufacturing. The author cites the efforts of the Federal Laboratory Consortium (FLC) for Technology Transfer to identify where specific research programs are located and to establish a connection with appropriate cities. The FLC operates in six regional groups.
