Federal mining law endangers usibelli's reclamation efforts

Successful reclamation techniques used by the Usibelli Coal Mine, Inc., in Alaska may be forced to change because of regulations in the Surface Mining Control and Reclamation Act of 1977. The act is criticized as inflexible, with not enough leeway for site-specific conditions. Regulations would limit all blasting to daylight (which occurs for only 1:onehalf hours a day in some parts of Alaska), and prohibit a mining company from leaving highwalls or steep embankments behindthough 150 Dall sheep have been drawn to a Usibelli mine highwall, and seem to prefer such walls for climbing and sharpening their hooves. Revegetation and reclamation techniques used by Usibelli are described. (5 photos)
