Volume III of the hearing record covers two days of hearings which reviewed the DOE authorization budget for programs involving conservation and renewable energy. The witnesses, speaking in a series of six panels, represented industries and research laboratories engaged in solar, geothermal, wind power, and other renewable energy sources and materials and manufacturing. At issue was the reduction in funding for these programs as well as the deferral of appropriated funds as a way to reduce the budget, but which supporters of the programs argue is a waste of money spent earlier on projects which cannot be completed under the reduced budget. They also spoke of the effect on the country's ability to develop innovative technology. An appendix with additional comments and communications submitted for the record follows the testimony of the 19 witnesses.
