Potential for rural--urban population balance. [Evaluation of potential for employment growth]

Pressure is building for a national policy on population distribution, with emphasis on stopping the involuntary migrations caused by a lack of employment opportunities and establishing an adequate work force to support employment growth. This study focuses on the rural-urban population balance and the relationship of job opportunities and labor force in the rural areas. Demographic figures used to trace past and projected changes in U.S. employment in terms of place of residence indicate a need for Federal programs to stimulate a service sector and service consumption by rural residents as well as to stimulate rural manufacturing. The study suggests the need to support labor-intensive public services, which is a more comprehensive strategy than the present rural development program. 22 references. (DCK)
