Gas Research Institute 1984 appraisal results report

This report describes GRI's 1984 planning process using GRI's Project Appraisal Methodology (PAM). The report describes the 1984 PAM process, explains the functional roles of the GRI staff and management, documents the special treatment of several technology-specific and non-generic environmental research project areas, and presents the results of the appraisal of the 1984 Research and Development (R and D) program. The appendices contain the 1984 PAM Reference Database, the 1984 PAM Input Data Form, and a summary of 1984 PAM data. PAM is an incremental benefit/cost assessment in which quantitative and qualitative measures of performance, R and D costs, and professional judgement play integral roles. PAM provides a project area ranked list that identifies those project areas and funding levels which should provide the greatest overall benefit per R and D dollar. The PAM process concludes with a review of the ranked list and selection of the final R and D portfolio and budget based on established guidelines.
