Differing professional views or opinions
In December 1989, the Executive Director Operations of the US Regulatory Commission (NRC) appointed a Special Review Panel to evaluate the effectiveness of NRC Manual Chapter 4125, Differing Professional Views or Opinions, and NRC Manual Chapter 4126, Open Door Policy. In accordance with Section E of NRC Appendix 4125, the Panel was responsible for assessing ... the informal and formal processes for dealing with differing professional views or opinions, including the effectiveness of the processes, how well they are understood by employees, and the organizational climate for having these views and opinions aired and properly decided.'' This report presents the Special Review Panel's evaluation of the NRC's current process for dealing with Differing Professional Views or Opinions. Provided in this report are the results of an employee opinion survey on the process; highlights and suggestions from interviews with individuals who had submitted a Differing Professional view or Opinion, as well as with agency managers directly involved with the Differing Professional Views or Opinions process; and proposed revisions to Manual Chapters 4125 and 4126.
