This volume sets forth the view of energy policy and its long-term implications in the hope that the public will be provided the impetus to take action. In the introductory chapter, the failure of the Federal energy policy and the imminence of resource scarcity are discussed. The following chapters cover a history of energy use in California; an extrapolation of present trends into the future; three basic views about what energy policy should be, i.e., views held that are rooted in different conceptions of the impact of resource scarcity and how it should be dealt with; and finally, the State Energy Commission proposes a synthesized, practical set of policies that will lead to incremental improvements in the status quo.
