Consumers Power raps big NRC fine proposal
Consumers Power Co. of Jackson, Mich., protesting the Nuclear Regulatory Commission (NRC) fines since the Three Mile Island (TMI) accident, argues that the NRC is exceeding its own guidelines in an effort to appear more diligent. The NRC's fine for safety violations reported by Consumer Power's Palisades nuclear plant is a record high of $450,000 and nearly three times as high as those assessed against Metropolitan Edison for the TMI accident. The fine was announced shortly after NRC was criticized by the Kemeny Commission and was accompanied by a letter to all utilities operating nuclear reactors to explain the new enforcement policy. Consumers Power claims there is no evidence that the plant was operating while the violations were in effect and that the voluntary violation report was based on inference because no release of radiation could be detected.
