It is shown that the operator B(C)=Tr[Pexp{bold (}i{tilde g}{contour_integral}{tilde A}{sub i}(x)dx{sup i}{bold )}] constructed with the recently derived dual potential {tilde A}(x) and a coupling {tilde g} related to g by the Dirac quantization condition satisfies the correct commutation relation with the Wilson operator Tr[Pexp{bold (}ig{contour_integral}A{sub i}(x)dx{sup i}{bold )}] as required by {close_quote}t Hooft for his order-disorder parameters. {copyright} {ital 1997} {ital The American Physical Society}
